Why the hell do IW allow so much crap go into their games?

Hi i was invited into a private match lobby on COD4 for quickscoping, i was winning so the host did something that made me like, go to minus 250k xp so i cant enter any games. Gay thing is that this is on my brothers xbox and he only likes this game, is there any way to fix it?Thanks in advance
