If someone iw 25 weeks pregnant and lost the baby. ?

If someone 25 weeks pregnant and lost the baby his body and measurements and all that are only measuring 16 weeks since the baby is already dead could they just give me the medicine to flush the remains and all that out? Or would they have to go through the labor and delievery.?
