My 11 year old neighbor wants me to pierce her nose..?

It is up to her parents not you, if they approve it isn't illegal or anything. It seems to me though that you just don't seem comfortable doing it on someone so young because there's nothing wrong with doing it if her parents say yes but you said you'd suggest the place instead. Don't do anything you're not comfortable with and don't do anything the parents don't okay and you should be okay.
