Would it be ok to send out two sets of invitations?

We can only afford a wedding of about 80 people but we have a lot of friends we wish we could invite. Would it be ok to send out two sets of invitations? Send out the first batch to people we have to invite-like family...and then send out a second batch after we get some RSVPs back?
