Furniture show room not letting me know about order after paying amount?

I ordered a living room set with one of the local furniture show room. I paid the amount in full about a month back, i have the receipt also. Initially he said he can deliver it in 1-2 weeks. Its almost a month and he dint do it. I asked to let me know at least a expected date so that i can know when it arrives, he keep on saying I will call you when it arrives. I also asked him to cancel my order and refund my money back and can deduct restocking fee. But he says he cant cancel as it is a special order. I don't know what is special about it when asked he says its special. Can anyone suggest me how can i deal with this can i call any authority to complain about him. This is really annoying as they are keeping me in complete blank on whats going on without letting me know when to expect nor refunding my money back.
